(The Indian Ocean Newsletter) - On 26 October, the African Union Commission presented a report at the invitation of the director-general for development at the European Commission, Stefano Manservisi, which made for alarming reading.
Despite growth in Africa of 4.7% since 2000, migratory pressure has not eased. Unemployment rates remain high (16.8% in Ethiopia, 11.5% in Kenya), particularly among young people (39% in Kenya, 24% in Tanzania) and women (64% in Mauritius). 35% of the population is living in extreme poverty and inequality is rising, with Comoros, Djibouti, Seychelles, South Sudan and Kenya to the fore on this latter indicator. The report recommends improved access to secondary education to produce a more qualified workforce. In Ethiopia, for example, over 75% of young people aged 15 to 19 do not possess basic skills, while in Tanzania 13,000 primary school children were unable to enter secondary education for lack of schools. The business climate also needs to be improved. The authors of the report note that only four countries in the region (Kenya, Mauritius, Rwanda and Seychelles) feature in the list of 100 countries which are conducive to business.
